Dubai-proper starts at IFZA (AED 12,900) and Dubai Silicon Oasis (AED 12,500). If you specifically want a Dubai address and a Dubai-issued licence, those are the floors.
Why the price differences exist
The short answer: real estate.
Each free zone is run by a government-backed authority on its own land. Operating costs — buildings, staff, infrastructure — are different in Dubai Silicon Oasis than in Ajman. That cost difference flows into the licence fee.
Add to that: Dubai free zones have more demand, so they can charge more. Ajman, Ras Al Khaimah, and Sharjah zones compete on price to attract volume.
The 4 costs you always underestimate
A free zone licence fee is ~30% of your real year-one cost. The other ~70% is:
- Visa costs. AED 3,500–5,500 per person. Includes stamping, Emirates ID, medical, and typing fees.
- Office / flexi-desk. Many zones include a flexi-desk in the package, but some charge separately from AED 5,000–15,000 per year.
- Immigration establishment card + E-Channel. AED 2,500–4,500 one-time at set-up.
- Bank account opening. Free at the bank, but most founders lose 1–3 months of operating time to it. Factor that in.

Ajman Free Zone or Shams at around AED 7,500–8,000 all-in with 1 visa.
Cheapest for an e-commerce founder
SPC Free Zone — about AED 7,250 with 1 visa. Specifically supports e-commerce activity and accepts new-economy setups.
Cheapest for industrial / warehousing
RAKEZ — AED 6,500 licence, warehouse from AED 25/sqft/year. 30–50% cheaper than Dubai industrial zones for the same square footage.
Cheapest Dubai option
IFZA at AED 12,900. Dubai-address, 1,000+ activities, mature banking, no paid-up capital. Meydan is AED 14,999 with faster licence issuance if speed matters more than AED 2,000.

Meydan at AED 14,999 — not the absolute cheapest, but the best price-to-brand ratio for founders who plan to raise money or pitch enterprise customers.
The renewal trap
Some free zones offer a very low year-one price but renew at 2–3× the cost. Always ask for the year-two renewal price in writing before you commit.
We have seen it go from AED 5,750 year-one to AED 13,500 year-two on the same licence. If you do not plan to move after year one, renewal is the real annual cost.

Cheap is not always cheapest
Three traps to watch:
- Banking. Some low-cost zones are flagged as "high risk" by UAE banks. Corporate account opening can take 3+ months vs 4–6 weeks for DMCC, IFZA, Meydan. If you need a bank fast, pay for a zone the banks like.
- Visa count. Cheap packages often cap you at 0–2 visas. Scaling past that means upgrading to a more expensive package — at which point you're no longer cheaper.
- Credibility. If you are pitching enterprise customers or investors, the address on your invoice matters. "RAK Free Zone" reads differently than "DMCC JLT Dubai" to a European procurement team.
